Now that Waterdeep is run by the Masked Lords Of Waterdeep instead of a monarchy it is the seat of that government. It is the main office location for many city officials, including the Masked Lords Of Waterdeep and Larell Silverhand, the majority of which are dedicated to the administration of city services, such as the Watch, the Guard, and city clerks.

It is the official residence of the Open Lord, Larell Silverhand.
